Velocity controls allow you to apply time boundary constraints to amount or count spend rules. This guide provides an overview of velocity controls and steps for creating, attaching, and detaching velocity controls.
Overview
Velocity controls allow you to apply time boundary constraints to amount or count spend rules. Velocity controls can refine transaction authorizations to target fraudulent behavior or encourage customers to budget their spending on your card product.
The following example outlines how you might apply a velocity control to a spend rule:
- You create a payment card spend rule that declines all authorizations over $1000.
- For the same payment card, you create a velocity control that declines authorizations that exceed $1000 in total spend within a calendar week.
You can configure velocity controls to use a specified time frame. The following table outlines the available velocity control windows:

Limits
Velocity controls have limits at the card product, financial account, and payment card levels:
- Card product: Limit of 4 velocity controls per card product
- Financial account: Limit of 4 velocity controls per financial account
- Payment card: Limit of 4 velocity controls per payment card
Create velocity control
Before creating a velocity control, you must create a spend rule. For more information on configuring spend rules, see Configure spend rules. When a spend rule is connected to a velocity control, it creates a sum of authorizations that meet the spend rule's logic and applies it to a set time frame.
Note the following about creating velocity controls:
- An amount or count spend rule is required to create a velocity control
- You can connect up to three spend rules to one velocity control
- Refunds and reversals will not impact the cumulative amount on a velocity control
Use the following steps to create a velocity control from the dashboard:
- From the Highnote dashboard, click Auth Controls from the left-hand navigation.
- Click the Velocity Controls tab and select Create Velocity Control.
- Fill out the Rule Name and select a Frequency using the drop-down.
- Select a Cumulative Rule to use as the base for your velocity control. The options in the drop-down are your existing amount or count spend rules.
- Optional - Attach up to three spend rules to add to your velocity control.
- When finished, click Create Velocity Rule.
Attach and detach velocity control
Warning: Velocity rules with a time window are limited to four total rules across card products and financial accounts.
Once you have created velocity controls, you can attach them to either a card product, payment card, or financial account:
- Card product: Applies the velocity control to all payment cards under the card product
- Payment card: Applies the velocity control to an individual payment card
- Financial account: Applies the velocity control to an individual financial account
Attach and detach to card products
Use the following steps to attach a velocity control to a card product:
- From the Highnote dashboard, click your card product name in the left-hand navigation.
- Click Product Settings and click the Settings tab.
- In the authorization controls section, click Velocity Controls.
- Click Attach / Detach.
- On the velocity controls tab, attach your velocity controls using the toggles next to your velocity control names. You can attach multiple velocity controls at once, with some restrictions. See Attach and detach velocity control for restrictions.
- Once finished, click Update Velocity Rules.
To detach a velocity control, repeat steps 1-4 and detach your spend rule using the toggles next to your velocity control names.
Attach and detach to payment cards
Use the following steps to attach a velocity control to a payment card:
- Use the dashboard search bar to search for the last four digits of the payment card. For tips on using the search bar, see Using the Highnote dashboard.
- On the payment card page, click Velocity Controls in the authorization controls section.
- Click Attach / Detach.
- On the velocity controls tab, attach your velocity controls using the toggles next to your velocity control names. You can attach multiple velocity controls at once, with some restrictions. See Attach and detach velocity control for restrictions.
- When finished, click Update Velocity Rules.
To detach a velocity control, repeat steps 1-3 and detach your spend rule using the toggles next to your velocity control names.
Attach and detach to financial accounts
Use the following steps to attach a velocity control to a financial account:
- Use the dashboard search bar to search for the last four digits of the payment card. For tips on using the search bar, see Using the Highnote dashboard.
- On the account holder page, click on the financial account to which you want to attach a velocity control.
- On the financial account page, select the Velocity Controls tab and click Attach / Detach.
- On the velocity controls tab, attach your velocity controls using the toggles next to your velocity control names. You can attach multiple velocity controls at once, with some restrictions. See Attach and detach velocity control for restrictions.
- When finished, click Update Velocity Rules.
To detach a velocity control, repeat steps 1-3 and detach your spend rule using the toggles next to your spend rule names.
View velocity control balance
Velocity controls track how much money has been spent or how often a transaction has occurred within a given time frame. You can view the balance of a velocity control at the payment card level using the following steps:

Use the dashboard search bar to search for your account holder. For tips on using the search bar, see Using the Highnote dashboard.
- From the account holder page, click on the account holder's financial account.
- If a velocity control is applied to the account holder's payment card(s), the financial account page displays Velocity Balance(s).
The velocity balances reflect the velocity control in place and the total balance and remaining balance left for each velocity control.
Delete velocity control
Warning: Deleting velocity controls permanently removes them from the system, and you can no longer attach them to a card product or payment card. If you delete a velocity control that is attached to a card product, payment card, or financial account, it is automatically detached and deleted.
In some cases, you may need to delete a velocity control. Use the following steps to delete a velocity control from the dashboard:
- Locate the velocity control on the Product Settings or payment card page of the dashboard.
- Click the velocity control you wish to update.
- On the velocity control page, click Delete Velocity Control.
- Confirm the deletion by clicking Delete in the pop-up window.
